You don't need planning permission for converting the attic if you can meet all of these conditions:
You only add Velux rooflights to the side/rear if needed, and a maximum of 2 to the front at 1m x 0.9m each.
If adding a dormer: it is only to the rear or side, is no higher than the existing roof ridge, is 20cm back from the eaves, and the total volume of dormers is no bigger than 30 cubic metres.

Requirements are different for protected structures and conservation areas - altering the walls, windows, doors, floors, ceilings and finishes may require planning permission.
The low ceiling heights of attic spaces usually make them unsuitable for a habitable room such as a bedroom - this is governed by the Building Regulations. Seek professional advice if you are unsure whether your attic is suitable.
